but when i tried downloading it (using /dl StairDismount.tbm) well.. nothing happened


so do i have to get a way older version of TB just to play this mod and others from 2007?

Only mods available here can be downloaded in-game using the /dl command (and in multiplayer).
For the one you've linked, just download the file manually and put it in your game folder to play in single player, or upload it to the public mods list to make it available online.
