Looks like a hand puppet imo.
Also you should scale the image down a bit.

From left to right.
1.If you want to make a snake you need some more depth behing his head.
2. The line splitting the mouth is too (hard?) which makes the mouth look like its really split in two parts.
3.You need to fic that point cause it makes it look like a sock :3
Also overal it looks like a stoned sock puppet snake to me.
