Try turning all of your shader options on, except for cell shading. Make it a value of 0. (off) Everything should look nice and clean.

You need to buy a new graphics card, and put it in your computer's PCI slot..
Get an Nvidia 8 or 9 series they're pretty good
And updating your drivers won't be able to let you use shaders, unless your PC has never had drivers installed. And I'm assuming it has drivers pre-installed since you of course didn't build your own computer
So you will physically have to buy a new part and install it.. if you have a laptop you may be out of luck.

They very well may be... however, DX9 is the previous generation of card from DX10 capable cards... so if he has DX10 capable hardware... it should be able to handle it.
you can get a good good nvidia 8800gt+ for like 130.
and around 50 bucks for a 6600

he doesn't necessarily have DX10 capable hardware, he's looking at the dx software level, not the dx hardware level. (dx software level will always be 10 on vista)
