Most people in GATA can do cartoon as well as vog can, if not better. if you have a look through the member list, you'll see that many of them actually "pioneered" the toribash style of cartoon texturing (vog is included in the list, befor people get all uppity on me)
cartoon isnt exactly the most difficult of styles.
but seeing as you're talking about active texturers, i dunno. lwafflez can cartoon along with the best of them and is relatively active.
anime, proper anime/manga style textures arent in fashion atm, so you wont find many/any around here, cartoon is easier and is popular, so any anime texturers move towards that instead.
comic texturers are rare, because it actually requires a modicum of skill to produce a good looking one.
