set the project properties frame rate to 59.940 (Double NTSC) (or choose the HD 720-60p template)

same with render settings

render using MainConcept MPEG-2, pick the HDV 720-30p template then edit it and set
the frame rate to 60 on that too

use the RSMB plug-in for motion blur if you want motion blur
I play games and lift weights.
If your computer can't handle a stable 60fps with raytracing etc, just remove the "lower frame cap" thing and then if you're using fraps, change the settings such that it records at 10fps and check the "Lock framerate while recording" button. Once that's done, record the thing and then speed it up by 6 times to get a nice 60fps recording without lag.

It can do 60fps all fine and dandy, I think my problem is rendering. As I've said, I will tinker with rendering settings and see if I can find a fix.
