On auto attacks. Volibear's primary damage comes from his ult, or frenzy's burst. Ult is magic damage, and his W is a physical damage spell, so thornmail will only reduce the damage.

Plus, he'll just focus the squishies, who don't have enough health for the thornmail to do any good. I'm dealing 1000 damage per hit on people with 150 armor, so that thornmail won't help them at all.
