I say Amnesia: The dark descent...

I honestly didn't find Amnesia: TDD scary.

I thought Penumbra was alot more tense and frightening, if i'm honest.

the house is scarier than hotel626,hotel626 is not scary at all
so i say the house

Scariest i've played myself would be Doom 3. I'm pretty jumpy, i don't go out of my way to find scary games (in fact i go out of my way to AVOID them). Scariest game i've seen being played is Amnesia: TDD, hands down. Being somewhat afraid of the dark doesn't help one bit. Perfectly summed up here.
