As it is stated above you have to link a credit or debit card onto your PayPal account, you can also, log off and then instead of logging in when asked, you just fill the form with your credit card information.

Hey, you can add a credit card info and then take it out if you'd like to.
Just type the information and erase it afterwards, you can type it again later.
You do not have to use the credit card to pay for the booster you could use your paypal credit.
Still it requires your paypal account to be linked to a credit card since boosters are subscriptions etc
When you buy a booster it automatically renews after your time has ran out. Thats why it needs a credit card. Check to see which subscriptions have the little * beside them and read the bottom.
