No, your Belt doesnt matter. If u have Toribash version 3.4+ u can create your own server by hitting "C" in the Server-List-Screen. You need to enter a name and that's it. For setting up your server, look for the "Server Commands" Thread (just search, it's sticky). But to keep your admin status, u need to atleast stay in the spectator mode or you include a admin password i think (don't really know).
