Yeah that is the correct belt order. Now about the ranking syestem it may be because he has not played in a while or his win percentage is very low. Rank really does not make any difference anyway. I would not worry about rank too much as the system may be still messed up.

God belt 50,000 QI

There are qi restrictions on items, You have to be a certain belt to get them, such as:
Elf-master belt
Pure-10th dan black belt
Demon-custom belt
