Maybe he bought alot of tc. With paypal you can buy toricredits, he could have bought it off someone in the market who was selling tc cheap. Another way this could happen is, he might have a friend who sent him/her tc.

But I'm sure there is a perfectly good explanation.

There's nothing wrong with an account having a lot of TC with little or no QI.
It can just be an alternate account (ex. bank account).
