Im just curious, how to make them and if there is a program for this, webb site Etc?

For making pixel art on its own, you can use Photoshop or Gimp or other specialized programs. I recommend Gimp as It's free ware and has all the tools suited to your needs. I have never attempted to make animated or Gif pixel art though. Maybe google it?
