I haven't played this game for a while, but I never saw a glitch like this before.
In the default border-less window mode, the game window is displaced up and to the left, partially off-screen, and my mouse is detected at a position above where my cursor actually is.

After some google searching for a problem like this, i found out that ctrl+enter will fullscreen the game, so I did that, hoping it would fix the problem. When fullscreened, the game does LOOK correct now, but my mouse is still detected in the wrong position, up and to the left of my actual cursor.

I hope someone here can help, as this glitch makes the game unplayable.

NOTE: I already tried uninstalling and reinstalling the game.

here ill give this a shot check the underneath of your mouse there may be debris blocking the sensor

Try to open Toribash with different resolutions.

Right click game>properties>browse local files
Open custom(.cfg)
Change width and height

if it doesn't work try

game properties>compability>Check Disable scaling on high DPI

It probably has something to do with your window size. This happens to me sometimes.

what program do you suggest I look for on the web to open .cfg files?

Try enabling or disabling fullscreen.
Also no need to change the cfg files just go ingame in the options and change the res to your current res.

You can open .cfg files in notepad

Would be kinda hard if the cursor is not at the correct position I think

Set it to windowed, change the game's resolution to match the native resolution of your screen, change to full screen.
