By that achivement i think they mean the belt rank
The rank you see on the achivements card
And did you wait 24 hours?

I'd tell you to wait it out 24 hours, and see if it happens to give you the achievement.

If 24 hours have passed and you haven't gotten your achievement, it's most likely broken.

If you've waited a few weeks, it is very unlikely that you'll get the achievement automatically.

TSAs can manually add the achivement to your account, but I doubt they will due to the plethora of requests for them to do so.

Everything was answered in my post, by I'll go over it again if you missed it.

It's unlikely that you will be given the achievement because the achievement itself is broken, and none of the TSAs would do it for you due to the load of requests that would follow.
