The fastest way to get good at sigmaking is by reading tutorials. The more you read the more techniques you pick up. Even the best sig makers still read tutorials. It's all about taking what you've learned and turning it into something else.
Avoid using just brushes and filters as well. Both can be useful if used sparingly but never overuse them.
