He gets 100 tc per win because he bought a 100 Toribooster(there are also 50, 200, and 1000 boosters, too). You can buy one if you wanted to in the torishop(see red link at the top of the page). You'd click on the Boosters and Subscriptions link on the side of the torishop, and it will give you a list of items. They cost real money, not toricredits.
