like minraise and minbid and all that

then see who has the highest bid, if your willing to pay more then him say how much your willing to buy it for.

how about if you win the bid, how do you pay the user? and how does the user give you the texture(s)?

Go to shop, look at the panel on the left, near the bottom it says transfer Toricredits, click that and fill out the info.
