It is 1500 but u can add an 0 to be 15000

You can't buy it with tc, you need 10000 qi, but you can buy it from the torishop for 3$ (No-qi restriction)

It is on the market for tc. You just need to have 10k qi to buy it. If you want to buy it right now, fork up some money, or bribe an admin to give you one.
