I know this is kind of a stupid question, but I was wondering, how come in most threads it has a 'quick reply' section at the bottom, but on some threads, it doesnt?

Announcements and closed threads don't have a quick reply section.

All depends on the permissions you have.

Due to a post that doesnt follow the rules (If you have any complaints, take them up with chac as he ejected you).

WTF I checked the post, it was in the thread about who is better, Boaf or Chac, and I posted that I couldnt agree and that it was a hard choice, which is the same reply from many others. >.<

They probably got "banned" from the Debate board as well.
