So far my current setup cannot run shaders.
Ive already tried updating my graphics drivers, but my cards website doesnt have any updates for my current settings so I think I'm screwed.
I want to know if it can possible enable shaders so here are my Specs.

Please help me it would be MUCH appreciated.

Nah, some notebooks can run shaders. But I think you need X300 with the latest drivers at the very least my friend.

Most graph. cards can run shaders these days.

Oh and you dont have a good enough graphics card....you need at least a X1300 or so....so yah...that is why

ATI Radeon X300 is actually far from running shaders , I've been told to play FarCry2 And the cards that support Shaders 3.0 on ATI starts from X1500.
I think its cause of your notebook.
