Yes in some ways and no in others. Yes because sometimes u need a required belt or higher to get in a multiplayer server basically other than that no.

well yes and no because u need a certain amount of QI to use an item and that means u need a certain belt like 10k QI is 6th dan blackbelt i think and u need a certain belt to get in servers other than that nope
idk what to put here.... PANCAKE!

belt doesnt mean level's either

it just means the higher belt has played more games

Belts = Qi
certain items need certain Qi
Pure = 10k Qi
Elf = 15k Qi
Demon = 20k Qi

and a few others have some minor Qi limits

the new servers have the option of setting a Qi limit so that no one under the set Qi limit can enter the server
and there are pro, semi pro and n00b servers which have Qi limits

so yes, Belts matter in terms of what you can get... But it is not necesarily an indication of skill...
