Are matches in jousting with 100 frames (4 turnframes) and with hotseat considered as qi farming?

Qi farming is usually when mostly all your matches end in 1-2 turns (but I think that now, if the matches ends so fast, you won't get qi at all, not completely sure though).

Seeing that you have 4 turnframes, each match could take quite a nice amount of time, so no, that is not considered farming.

and what about the hotseat?

It won't matter, as long as the matches take time to end, using hotseat is never against the rules in these situations.
