You can't make servers yet, not until the new ToriLauncher is released. I don't know when that'll be.
Also, in future, use the Search button.
You can effectively "make" a clan by making a discussion topic in the Clan Discussion forum - read the stickies - and putting the tags in front of your name when you log in to the game.
