And People with toriprime can get the lottery tickets without that qi restriction thing like it say right there. 200.
The items in the lottery are already no qi.

The only benefit regarding qi that toriprime buyers get is the ability to buy lottery tickets if they have less than 200qi. They still need the required amount of tc to be able to buy high qi items like pure elf void etc.
