I am a black belt and i had gotten my games until second dan all the way to 581. but it is stuck from there...ive played at least seventy games and it hasnt changed.

You've played quite a lot of games recently.

You can only get qi and TC from one hundred games you play everyday (players can earn 100 qi and can only gain TC from 100 wins daily).

But you see it was glitched this morning....i had only played 10 or so games....
and after that i kept playing but it wont go up

Perhaps the system took account for both occurrences to be on the same day?

If you're playing valid matches, the limit is the only reason you're not getting your qi.

Play valid matches, get qi.

In order to gain qi, there have to be at least 3 turns per match, and the reaction time has to be at least 10 seconds. You can't play against your own IP address either.
