You need to wait 24hours, and you have to have a valid reason to post.

Can I bump an art thread when I add a new piece? - Yes, just make sure it's been at least 24 hours.

Auctions? - You can't just simply state the obvious, you must have a reason such as it ending or the buyout being lowered.
Sales? - ^pretty much that
Shops? Again, just use that info.

To elaborate:

A bump is when an old thread is moved to the top of the forum because somebody posted in it. Generally, the farther it's moved (bottom of page 1 to top of page 1 isn't as bad as bottom of page 41 to top of page 1), the more likely we're to kill you for it, although market has different rules.
