Alright, I managed a 12 frame decap, go me, heres the instructions.

Hold all
Extend neck
Relax right pecs
Contract left pecs
Contract left elbow
Grip left hand
Right rotate chest
Right bend lumbar
Contract Abs
Contract both hips

Advance 7 frames

Contract left hand. Replay attatched.

So... It won't work in multiplayer. That stinks, I've been looking for quick multiplayer moves. Don't really care what happens to Uke. But whatev. Congrats.

No matter how you do it, decap in 12 frames, without single-frame advancement, is impossible. At the 12 frame, the hand is touching the head, but it does not crack, or actually grip the head until the 13th frame.

Plus this move doesn't work.
