Out of the options I would choose The GIMP myself, but there is no "best". It is whatever you feel most comfortable with.

Personally, i use Photoshop 7. Yes, its old, but i can get some quality stuff out of it

PhotoShop is defiantly better than all :P
I can say this because I have used them all, even though MS Paint is a close second

Yeah, there's a 2 year difference between those posts.

i personaly use ai(Adobe Illustrator)
