How come administrators of toribash allow players to sell? Don't the toribash staff get their money by users buying tc?

Not only by selling TC, the TB staff also sell Premium packs and such. Of course you can buy them in the market section, but that's very expensive and some traders are not to trust.

Some items are non-qi, which means that you don't need to have the qi for the item. The TB staff sell them for a good price, you can buy them in the market section fo the forum but that's very very expensive.

TB Staff do not get paid. They are all volunteers. They may however, like the rest of the community, decide to sell their stuff for real money. They have no advantages or disadvantages over anyone else other than they are possibly more likely to be noticed by name.
