Does anybody know how to get moving avatar?

one way is by having toriprime

im assuming you mean display pic, as in for the forums. To get an animated display pic you need to upload an animated .gif file for your display pic

In order to use an animated avatar or sigpic you need to buy ToriPrime which is 10 bucks. It also lets you change your usertitle and gives you access to a secret board.
