There might be a mod that does this, but I can't remember what it was called. You can try using this on a high dismember threshold - with careful use it might have the desired effect.

I'm afraid there isn't such a mod or combination of settings and mod that does this.
I don't know anything about modding, but I'm pretty sure Dismemberment and DM threshold is a global setting. I think.

Unfortunately, no, I don't think flags can change dismemberment settings.
