Regular users have never been able to merge posts. Only smods or admins can merge posts.

Local mods can no longer merge posts.

Oh and same question about seeing IPs. Because I remember that a while ago, Melmoth (Frog leader) could, but I couldn't.
I'd also like to know why, and if there is a way to get the merge post option back.
