Since the forums are+10 and are restocking at midnight every month way time would it be in california

Let's say that Your time is midnight.

Your GMT is -8
00:00
to count it to GMT 0 we have to add 8 hours
08:00
and to count it to GMT +10 you have to add 10 hours
18:00
tadam. to Your time you have to add 18 hours to see when restock will be happening.
