and have never gotten my 250tc they even put solved on my post i dont think that means solving it if you havent even got your tc back plus I was wondering if i could get my tc back for someone ildling on a duel server because I have just recently had that happen

No. Parazit did never accept a duel, and you were the op, which means you could have deactivated duels. You will not be refunded.

Also, the screenshot says 200tc, not 250.
