Are you sure you went to your deactivated inventory and clicked "[Activate]"?

Happened to me aswell, i guess its just a bug.

I don't know if you tried it already but /dl MDWhiteout and after the download is done
/lp 1 MDWhiteout. Or try to deactivate it and activate again.

If the item doesn't go to your activated inventory after you click "activate" button that means that it's probably a bug.

You should report it to Crux or other TSA.

One of my mates had a similar problem with a flame texture. It wouldn't let him activate anything at all. Safe to say it's a bug.
