I went in game and I saw people with the tag *TE what does that mean?

Now, to actually answer your question: I think they won a Clan Event to get their ToriClan page. I don't know what event it was though.
Edit: In their thread they say they didn't win a Clan Event, so it has to be something else.

If they can be in the first 10 clan rankings by the 21st they will be official.

Plan is to give unofficial clans tags. Right now I'm just experimenting with this challenge.
