ok so i turned off all those things in setup but nothing help raise my fps mabye its because im on a laptop but im only getting like 10-16 fps and its running fine but its really slow please help!! its so anoying

Try these commands:
/op aa 0
/re 400 600

make sure drivers are updated. and post your system specs. (press windows key+r, type in dxdiag, wait for it to finish, click save all info and attach the txt file)
