If you wanted to get the bounty text to show up ingame, I believe it costs an extra 2k+however much you decide to put on the person. I guess you didn't notice this before, but if you go back to the bounties page, Under Add a bounty on someone's head next to the box near Amount: it says + 2000 tc base price. It's showing 2200 because you put up 200 + the 2k base price.
