I don't know what happens i use version 3.99 when i try printscreen it pings me when i try copy paste it pings me please help me with this problem also i dont't wanna change to version 4.0 because it glitches in low quality more than in high compared with 3.99, in 5.00 i believe but not on this .

The developers are hard at work with a bunch of fixes for the new version (Especially those involving Intel). At the moment I would suggest a graphic drivers update. It may or may not fix the issue with 4.0 being "buggy." It's sort of a pick and choose type of deal.

Just out of curiosity do you have intel graphics drivers?

Get 4.1, leave it running a few mins, go get yourself a drink, talk to a human, take a stroll around the house.

It only runs like crap the 1st time you fire it up, mod update etc. If you let it do it's thing then it'll start behaving normally afterwards.
