No, qi transfers are forbidden.

However, it was possible like four or three years ago.

There is a way to transfer QI, but it is so absurd that no one in the right of mind could purchase it.You can see how here.

Actually, it isn't illegal.
It's still allowed but now you have to pay a huge amount of tc for it.
Basically, now its a tc sink.

Why would they leave the option open? If people are going to constantly ask them, "Is it possible to transfer QI?" And then reply with a. "Yes, but it will cost you millions ; D" Why not just go ahead and say.. "No"?
