Why is the face so blurry?

The eyes are better, but the face is still blurry.

The hair looks completely irrelevant to the face and it looks like a sorcerer lifted the hair out of his head with his super-y-thingie-ish-power's 'n' stuff.

You probably took the face and edited it with paint to add hair.

No, I used different tools and progamas, trying to make the face with a brush and not use both brush
