As the title says, this is an office where you can place bounties over people, and accept other bountys. Anybody can be a bounty hunter. A prize can be whatever the bounty place wants it to be. However, the prize SHOULD be in relation to the difficultness of the bounty.People can reject tasks that seem impossible for them to fulfill.

What if other people than yourselves want to hunt?

Dude, if anyone wants specific people to cash in a specific bounty, they ship the message to Freelance or that single person. Other than that, the whole bounty hunting scheme is about putting a bounty out in the public and allowing everyone to have a shot at it.
