I am asking if there is a way to do the matchmaking in the forum. In which forum section can I open a "wanna play with me (for the reaplay)" thread, without getting an infraction?

Hello husshodn and welcome to the forums. I think ,though i am not sure, that rapid threads would be the right place. You could PM an online GM etc if you want a quick answer on this.
