If the username you want isn't taken, and you have 100k TC, you can send it to an admin and they can change your name.
If the username you want is taken and has been active within the past 2 or 3 years, choose a different username. Alternatively, wait 2 or 3 years and check again. We will generally allow you to change your username to that of someone who's been inactive for over 3 years.

There isn't a "thread" per say that you can go to for a name change , however , there is a thread explaining the name change and why it's and why it's price is so high.
So let's get right too it , you can go to any Admin for a name change and further details on the topic .
Here's a link to my bud Vipertech, you can bombard him with your questions and stuff, if not , you can go to fish , or thorn. Also , you may only change your current account name to :
1. Another account's name which has 0 posts and has been inactive for 3-2 years.
2. A non existing account name.

A banned account is usually not available for the taking, unless it's been inactive for at least 3 years and wasn't very important.
Also, why would you want the reputation associated with that account?
