i have my power setting set to "always 100%" but i guess it doesn't wanna listen...

TB only eats CPU cycles on certain mods, usually ones with high gravity & lots of collisions going on. Also worth noting that online games are calculated by the servers rather than your PC, so it's only single player that gets a CPU hit.

On top of that newer processors are a lot more efficient than older ones, so where an old CPU would be running at a high % a newer type with the same advertised speed would run lower.

Try disable ray tracing? It's usually the option, which eats the utmost resources.
