Good hosts might refund you, if no counter bets are placed. However, as far as I know, they don't have to. And you lost 100tc, because guy you bet on lost.

I want a staff to make the official decision though on whether I should get a refund or not.

The general rule for betting is that you bet at your own risk. So if they refuse to cancel nothing really can be done for that. Sorry mate. I've had that happen to me before with amounts like 20k and such. Sucks but it is what it is.

It's up to the host(s) to cancel bets if they choose to.
They are not obligated to cancel bets, even if there aren't any counters.
And as shown in your third screenshot, you actually provoked him and brought it onto yourself, so you get to live with that.
