Really, there is just no division to be done here. You take one or the other one, no questions needed. Altough I would pickup the biceps if I was in a clan that had "armband" textures, such as Warhead.
Well, it depends on you. Personally, I would buy the hand texture first. The reason is that the tricep and bicep textures would look odd all alone on the hand. Whereas the hand texture actually looks good if done properly at times.
