Yes, it is possible to buy Qi. Slycooper provided the necessary link. If it does not work, then they are updating something and it will be back up soon (hopefully).

To my knowledge the reason why you can not buy it from the shop is because of Steams regulations or something related to that.
If you want to buy qi I suggest asking an Administrator like Sir or Fish.
They will provide you with a link to buying the amount. Just remember to tell them "I want to buy xxx amount of qi" and they will provide you with the correct link.
You can buy QI normal... but you know that it will affect your belt. At the moment QI can't be bought because the moderators try to add this stuff to steam.
