You can upload your music there. Afterwards it will be downloaded into your custom folder and you'll be able to play it. Type /music help ingame for list of commands. Obviously if you have music turned off in options, you won't hear anything.
You can have more than 1 music item, it will just enlarge your playlist.

Exactly. The song has to be in .wav format and the size limit is something between 50 and 70 mb, I'm not sure.
