the raised eyebrow is really bugging me, i don't think it should be on top of the hair

The lines for the brow look like eye brows so it looks like theres 2 sets of eye brows.

doing the last hair layer by strains

hair needs more contrast and layers.
face needs more shape.
features need to be more feminine, pretty eyes and pink hair, do no make a girl.
and overall, needs more depth.

girls are difficult to draw, they have softer features that do not lend well to toribash. with guys, you can chisel a face out of the sphere, but girls take a bit more work.

As both eyes are the same shape, both eyebrows should be as well..
When an eyebrow is raised, the eye (or eye lids) move with it
